Mark WinterburnApplied Philosopher, inside the NHS

I build inside the NHS, at neighbourhood level.

Every build starts on my own patch, made for my neighbours on their hardest days, when they are stressed, tired or overwhelmed. I take each build as far as my technical ceiling, then invite health tech partners to help me finish it.

Together we are building the gold standard in neighbourhood health and care.

Speaking at HETT 2026. Opening panel, 29 September, 09:40, Integrated Care Forum Theatre, ExCeL London.

How a build happens

  1. Build inside the NHS

Each build starts in one neighbourhood: five GP practices, 74,000 patients, real problems.

  2. Reach my technical ceiling

I take the idea as far as I can myself, so it reaches partners as a working thing.

  3. Invite health tech partners

Partners bring engineering depth and reach to complete the build.

  4. List it here

Every build joins the wall below as it moves from idea to live.

The builds

Four builds. One rule: made for the hardest day.

Each one is small enough to explain in a sentence and built to work when a person has the least energy to spare.

MyScribe Building now with tech partners
Do you mind if I record this? Just to help me remember. Tap to start

Your appointment. Your record. On your phone.

Much of what a clinician says is forgotten straight away. MyScribe records the conversation, summarises it faithfully and keeps it for you, to share with who you choose.

Ask it a question later and it answers with your clinician's own words, played back. Not a summary of what they meant. What they actually said.

Between 40 and 80 percent of what a clinician tells you is forgotten straight away (Kessels, 2003).

For every conversation that matters.

Your Afternote Every word from your clinician

Your clinician's words, made readable for your hardest day.

A plain language note from your appointment or your hospital stay, made for reading at home. Every word comes from what your clinician said. Afternote is an open format that any team can adopt.

Neighbourhood Signals Pilot complete
3 signal clusters from a 91 day pilot

Hear the neighbourhood before it reaches crisis.

Neighbourhood Signals reads neighbourhood activity for themes of unmet need and shows them on a public dashboard, so the Integrated Neighbourhood Team can act early.

CoLab Lens In demonstration
Nurse Social worker Counselling psychologist Applied philosopher

A checking layer for wherever a machine speaks to a person.

Four professional perspectives look through five dimensions of emotional architecture. The Lens works only with what was said and softens clinical language until it helps the person receiving it.

Held by Neighbourhood CoLab CIC, an asset locked community interest company.

The lens every build passes through

Health, social care and the voluntary sector at one table.

Every build is shaped through an Integrated Neighbourhood Team lens. The people who treat, the people who support and the people who know the community all get to say what good looks like, before anything ships. Every interface explains itself, so a tired person can use it on first touch.

A build that serves people on their hardest day serves them every other day too.

Health

What the clinician needs to say and the patient needs to keep.

Social care

What the social worker sees at home and in the gaps between services.

Voluntary and community sector

What the community already knows, offers and holds together.

From framework to function

Each build delivers a shift from the 10 Year Health Plan.

The Neighbourhood Health Framework sets the direction. These builds put it to work in one neighbourhood, at the level of the Integrated Neighbourhood Team.

From hospital to community

Afternote
A note from the hospital or the surgery that arrives home in words a tired person can use.
MyScribe
The appointment goes home with the person who was in it, in the clinician's own words.

From analogue to digital

MyScribe
A patient's own phone becomes the place the conversation lives.
CoLab Lens
Digital tools that speak humanely, checked through four professional perspectives.

From sickness to prevention

Neighbourhood Signals
Themes of unmet need surface early, while a neighbourhood team can still act on them.

Who is building this

Mark Winterburn, on Portland

I am Digital and Transformation Lead across five GP practices and 74,000 patients in Weymouth and on Portland, and the applied philosopher on the Neighbourhood CoLab CIC team, alongside a nurse, a social worker and a counselling psychologist.

Before that I spent twenty years as a broadcast Playout Director at the BBC, Channel 4, ITV and BT Sport, separating signal from noise.
